It is true, as stated in your letter 54226/46 of the 5th February, that this appointment has been under consideration for some time, but you will I think agree that we could inake no move towards selecting an officer until Sir Mark Young's agreement to the proposal had been received, since we cannot afford to keep men hanging about just in case an appointment may materialise; the claims of other posts are too urgent for that. We should in my view: have been all the less justified in doing so on this occasion since, although Scott's letter to Miss Ruston containing this proposal was dated the 14th January, 1946, the Governor did not finally give his agreement to it till the 15th November, 1946, and the despatch reporting this was only communicated to us on the 13th January, 1947.
